the chances of a digital team embedding itself in the wider organisation are far higher if the political sponsor is secure in their post for several years. Anything less than three years is likely to be insufficient. The reason for this is obvious. If government ministers are transient figures, anyone with objections to what they are trying to do can simply run down the clock. Delay tactics can be deployed very easily in an organisation that on its best days moves with brick-like fleetness.
