In 1943, Louisiana had been the first state to establish an “employable mother” rule that blocked most African American women from receiving ADC. Thirty-one years later, Louisiana became the first state to launch a computerized wage matching system. The program checked the self-reported income of welfare applicants against electronic files of employment agencies and unemployment compensation benefit data.
